HDLC Certificate of Appropriateness

After Ida windows were damaged and I am trying to replace exterior windows and contractor Allstate provided a proposal for vinyl windows. The problem is termites and the property is under contract, but the proposal calls for replacing all of the frames and is based on their recommendation.
