HDLC Certificate of Appropriateness

My name is Tara Mackintosh and I am writing on behalf of my mother in law, Stephanie Heidelberg. My mother in law is elderly woman and fell twice on her uneven stairs that were hazardous. We began work not realizing a permit was needed for the stairs. We did our due diligence in ensuring that the aesthetics were in line with other entry stairs in the area. The railing put up was not approved by us, and we have already instructed the contractor that it is to be changed, and we would be more than happy to consult with the hdlc on the proper design choice for that element. We are very sorry for this error in our judgment and our lack of communication, we were unaware that the stoop fell under control of the hdlc. We are more than happy to comply for the final detail work. Please advise on how to proceed.
