HDLC Certificate of Appropriateness

I am looking to replace my vinyl windows that were installed during my renovation in 2001. I have three broken window seals, and the others are not in decent shape anymore.
Do I need a permit to do this? Replacing in-kind
Acadian Window & Siding will be doing the work new windows only.
I can provide a cut sheet if needed before installation.

New Orleans Millwork will do the first window on each side of property only. Going to match the existing wooden window sachets on both sides. The window on face still in good condition, behind shutters.

Also, there will be some siding replaced on left side due to windowsill rotting under three windows and getting behind siding and house wrap, the hardi-board is cracking below the windowsills. Can provide pics if needed as well.
